Phillip J. Hinson is the Deputy Capital Assets Manager for the Veterans Affairs Healthcare Network Serving Ohio, Indiana, and Michigan. He supports the capital planning, engineering, construction and facility operations programs at eleven VA healthcare systems with over 500 buildings and annual infrastructure improvement programs across the network in excess of $200 million. Prior to starting with the VA in 2013, Hinson served six years on active duty as an officer in the U.S. Air Force which included a deployment on a Provincial Reconstruction Team. For his service in Afghanistan, he was awarded the Bronze Star Medal and the U.S. Army Combat Action Badge.

In addition to his role as a Leadership Ohio board member, Hinson serves on the board of the Central Ohio Section of the American Society of Civil Engineers. Hinson holds a B.S. in Civil Engineering from Ohio State University, an M.A. in Public Policy from New England College, and is a registered professional engineer in Ohio. Hinson has been recognized with several civic and engineering awards, including in 2018 when he was selected as both the VA Engineer of the Year and one of the top ten Federal Engineers of the Year. He is originally from Westlake, Ohio, but now makes his home in Westerville.
